School Improvement Plan
Goal #1
Students meeting their Growth Target in reading will increase by 10%, as measured by the Spring, 2009 NWEA Measures of Academic Progress test.
Goal #2
By Spring of 2010, 90% of students will demonstrate that they meet or exceed local and state standards in writing, as measured by the ISAT test in grades 3 and 5, and local districts assessments in grades 1-5.
Goal #3
• Maintain a school community focused on learning as measured by the creation and implementation of common expectations for student behavior.
• Partial implementation in 2nd Semester of 2008-2009 will result in 5% reduction of office referrals from the playground and lunchroom as compared to 1st semester of the 2008-2009 school year.
• Full implementation will result in 10% fewer office discipline referrals overall by the Spring of 2010.
Goal #4
Continue to implement a Professional Learning Communities model through the implementation of Essential Skills in the area of reading and evaluation of the related assessments at every grade level. Assessments will be used in coordination with local and state assessment data to implement a systematic intervention process.

Oswego Community Unit School District 308 embraces the CHARACTER COUNTS!sm program and the "Six Pillars of Character" - trustworthiness, respect, responsibility, fairness, caring, and citizenship.
CHARACTER COUNTS!sm bases its programs and materials on six ethical values that everyone can agree on — values that are not political, religious, or culturally biased.
Strategic Plan Objective
District 308 will engage all members of our partnership to integrate, reinforce, and assess the character traits to address those social issues that negatively impact learning.
Our Plan
Implement a Character Counts Train the Trainers program for community partners.
Investigate and secure supplemental funding resources to support Character Counts Initiatives.
Ensure all Schools are consistently implementing discipline procedures in a manner consistent of six pillars of Character Counts.
